Tribal Casino Revenue Rose 16% in 2025 While Net Margins Fell to 24.5%
Wipfli's annual survey of 113 tribal casinos across 18 states found average revenue up $14 million, operating expenses climbing to 74.5% of revenue, and about 25 cents of every dollar left for tribal programmes.
Tribal casinos grew revenue strongly in 2025 but kept less of it, according to Wipfli's 28th annual Indian Gaming Cost of Doing Business Report, based on responses from 113 tribal casinos across 18 states.
Average casino revenue rose by $14 million, or 16%, on the previous year. Operating expenses climbed from 73.59% to 74.50% of revenue over the same period, and average net profit margins fell from 26.12% to 24.50%. That leaves roughly 25 cents of every revenue dollar available for tribal programmes and infrastructure.
"Customer demand remains strong, yet rising costs continue to pressure margins," said Grant Eve, partner and leader of Wipfli's tribal gaming practice.
Strong demand and slot performance drove the growth, though the report found the gap between urban and rural properties widening. Marketing returns improved as operators leaned on data analytics and AI. Eve cautioned against reading efficiency gains too far: "Technology can help improve efficiency, but tribal gaming is fundamentally a people business," he said, arguing that the properties doing best balance automation against personal guest interaction.
Wipfli concluded that tribal gaming is still outperforming much of the wider hospitality sector despite the margin compression. It flagged two pressures ahead: unregulated prediction markets and a squeeze on discretionary consumer spending. Defending compact exclusivity remains a priority.
Both of those sit in live disputes. Several tribes have challenged Kalshi and Robinhood in federal court, and a Washington judge this week barred Kalshi from seven market categories in the state. The sector is also short of a federal referee, with the National Indian Gaming Commission now in its seventh month without a chairperson and no enforcement action since January.
